"mail" is usually separate from sendmail (or other, less baroque MTA of your
choice). You need both: "mail" is the user-interface (crude, designed for
dumb terminals or worse), and yes, it assumes there's an interface to the
MTA with the canonical name "sendmail" which it uses when sending mail.
In Debian, the "mailx" package is a port of the usual BSD code. Other
distros may package it in their own funny ways, but it ought to be a package
separate from sendmail or any other MTA. If you can't find this, perhaps
you could mention which distribution & version you're working with, and
someone familiar with that one will undoubtedly speak up.
