Here's a relevant snippet from /etc/apt/sources.list...
# The KDE archive.
#deb ftp://kde.tdyc.com potato main crypto optional qt1apps
#deb http://kde.tdyc.com potato main crypto optional qt1apps
deb http://kde.rap.ucar.edu potato main crypto optional qt1apps
The lines with hashes in front of them are comments, of course.
I usually type "apt-get update" to get an updated list. If update process
shows that the current archive is unavailable, I'll try another one. By
uncommenting one archive and commenting the others, I can usually find an
available one.
I've had the best luck with the kde.rap.ucar.edu site so far.
